_TWENTY-SIXTH_
Any people anywhere, being inclined and having the power, have the
right to rise up and shake off the existing government and form a new

_SECOND_
What is the use of putting up the gap when the fence is down all

_THIRD_
We hold the power--and bear the responsibility.
_FOURTH_

_SIXTH_
