This Emblem Insinuates a Government by _One_ to be less Burdensom, then
a Government by _Many_. And it is well enough Adapted to a Profitable
Allegory. The _Multitude_ of _Birds_ are Impos’d upon, that _One Monarch_
is not sufficient for the Discharging of the Office, and therefore
there’s a Motion put up for the Erecting of More Kings: for Why, say
they, should so many Millions of Men be Subjected to the Power and
Will of One single Person? This Error was begotten betwixt Faction, and
Interest. The One Manages by Design, and the Other falls in upon an
Implicit Resignation; or else Yields, upon Facility, and Weakness. In
the Conclusion, some Man of Observation, and Experience (as the _Crow_
for the purpose) carries them off Clear from the Reasoning Part, and
Applies to the _Mobile_ in their Own Way: That is to say, in a Way of
_Pocket-Arguments_. He never Troubled Himself about the _Original_ of
_Power_, or the _Analogy_ betwixt _Monarchy_ in _Heaven_, and upon
_Earth_; but gives them a short Stroke upon the Subject of _Profit_ and
_Loss_. _You will find it easier_, says he, to _Fill One Sack then Many_:
And That Allusion carry’d the Point.
