Section 1. The territory embraced within the jurisdiction of this Order

shall be coterminous with the States of Maryland, Virginia, North

Carolina, South Carolina, Georgia, Florida, Alabama, Mississippi,

Louisiana, Texas, Arkansas, Missouri, Kentucky, and Tennessee; all

combined constituting the Empire.
