“On the first day of this month we had 278 boys between the ages of
ten and fifteen. Ninety-two per cent of the whole number were in the
habit of smoking Cigarettes at the time they committed the crimes
for which they were sent to the reformatory. Eighty-five per cent
had become so addicted to their use as to be classed at the time
as ‘Cigarette fiends.’ Of 4,117 boys received into the reformatory
since its organization on June 8, 1893, ninety-five per cent were
in the habit of using tobacco, and nearly all were Cigarette
smokers. Consequently we see that the Cigarette is a great factor in
developing criminals.”--_Hon. Geo. Torrence, formerly Superintendent
of Illinois State Reformatory._
