_To the Senate of the United States_:
I transmit to the Senate, for its consideration with a view to
ratification, a convention for the mutual extradition of fugitives
from justice in certain cases, concluded at London on the 12th day of
September last between the Government of the United States and the
Kingdom of Bavaria.
