misdemeanor or felony or any other offense punishable by imprisonment
for one month or any longer period the county board shall direct that
payments be not made during such periods Furthermore if the recipient is
found incapable of taking care of his money or himself on the testimony
of at least three witnesses the county board may direct the installment
of his assistance be paid to any other reputable person for his benefit
or may recommend the suspension of same to the State Board for such
period as it deems fit
